O IMPACTO DAS EMENDAS PARLAMENTARES IMPOSITIVAS NA APLICAÇÃO DE POLÍTICAS PÚBLICAS PARA ASSEGURAR O DIREITO À SAÚDE NO ESTADO DE GOIÁS

Abstract

O presente artigo aborda o impacto das emendas parlamentares individuais impositivas na área da saúde no Estado de Goiás, com o fulcro para a Atenção Básica ou Primária à Saúde, entre os anos de 2019 e 2022. As emendas, por força da EC nº 86/2015, se tornaram obrigatórias a sua execução, sendo 50% destinadas para a saúde e permite que parlamentares direcionem os recursos para fortalecer a si próprios e os partidos que estão coligados. A metodologia se utiliza de revisão bibliográfica e de informações consultadas dno Portal da Transparência, Fundo Nacional de Saúde e Tribunal Superior Eleitoral. Os resultados demonstraram que os deputados que se valeram desses recursos como expressão do pork barrel, aliados ao coeficiente eleitoral e partidário, conseguiram ganhos eleitorais, como é o caso do parlamentar Adriano do Baldy, que em Goiatuba conseguiu uma variação positiva de mais de 4.000% de votos em relação a votação de 2018 no município. Apesar que as emendas possuam uma finalidade de investimentos em áreas de ausência de dotação orçamentária, torna-se relevante a atenção para a equidade, a transparência e a efetividade da aplicação dos recursos públicos.
